据coindesk独家获取的白皮书，world liberty项目将涉及不可转让的治理代币wlfi及信用协议，并基于defi资管协议dough finance进行构建，虽然dough finance的代码库已被删除，但消息来源称其与world liberty有密切关联。

world liberty将建立在aave和以太坊上，以「信用账户系统」为核心以促进去中心化借贷，但白皮书称系统仍在研发中，也因此没有太多技术细节。
world liberty在8月底首次公布时仍名为「the defiant ones」，相关细节相当稀少，而由于特朗普的三位儿子donald trump jr.、eric trump与年仅18岁的barron trump均参与了该项目的规划，加上特朗普日前也在推特上标记专案，格外引人关注。

据了解，world liberty白皮书中还列出了多位dough finance前高管：

智能合约负责人：octavian lojnita(dough finance前员工)
营运主管：zachary folkman(dough finance共同创办人)
数据和策略主管：chase herro(dough finance共同创办人)
公司注册人：folkman(曾与dough finance创办人建立项目subify)
dough finance争议
dough finance今年7月曾因闪电贷攻击而损失180万美元，似乎也增加了world liberty的不确定性。
不过尽管world liberty借鉴了dough finance，尚无确切证据表明会直接使用dough finance代码。
